War Powers

US Constitution, Article I, Section 8
11: [The Congress shall have Power] To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water

Somehow, this has degenerated into feeble attempts by Congress to LIMIT the "war powers" of the President:

This is all bullshit. The only "war power" a US President has is to be C-in-C in a legally authorized war. Congress should consider killings absent a declaration of war to be MURDER and act accordingly.

All this national security state / war on terror stuff is nonsense. It's unconstitutional and IN NO INSTANCE ever has made us "safer".
