This might explain why the alleged Boston Marathon bomber was able to travel back and forth after the Russians warned us about him.
Lee Harvey Oswald was taken off a watch list shortly before he allegedly murdered JFK. There's no point in having a designated patsy if normal security procedures would keep him from being available at the right time and place.
