The peaceful use of atomic energy is the right of every sovereign nation. Right? I read that somewhere.
Why then should anyone be worried if Russia builds eight (8) new reactors for Iran?

Yes, if built the reactors will produce plutonium (which could be used in bombs), but one of the purposes of the IAEA is to ensure that such plutonium is not diverted to weapons manufacture.
So, once again, what's the problem? Is IAEA not capable of doing their job?
The only thing IAEA has not been able to do is to find illegal weapons programs in countries where none existed (e.g., Iraq). If you think that is a problem, there is something wrong with you.
