What happens when the President of the United States apparently becomes an enemy of the state?

What should happen is that Congress should impeach him. However, it now appears that Congress will do no such thing. So then what?

Do We The People own this country, or does the National Security State own us? The answer to that question and our response to it will decide our future. If our response is to do nothing, then our future has already been determined.
