I have great sympathy for the victims of FGM:

But what I'd like to know is why nobody is offended by its male counterpart MGM (a.k.a. "circumcision")?
Any and all non-consenting genital mutilation (i.e., in which the victim does not consent) is a crime.
Update: Apparently in America it now is a crime to NOT circumcise your son's penis:
