The Dutch government will assist Israel in improving water and gas supplies to energy-strapped Gaza, Prime Minister Benjamin Netanyahu said on Tuesday during a visit to the Netherlands.
Netanyahu said that while his government is in a conflict with "terrorists" in the occupied territories, Israel still wishes to improve the quality of life for most people living there.

If you want to help them, have Palestinian companies build these pipelines, and give them access to their own offshore natural gas (which Israel currently appears to be stealing).
And stop intercepting outside aid intended for the Palestinian people.
By the way, is the real purpose of this project to give Israel the means for collective punishment of Gazans anytime Netanyahu wants, by having the ability to directly control their energy and water supplies? I would not be surprised.
