Philippine President Rodrigo Duterte is being accused of ordering a militia group to carry out extrajudicial killings while he was mayor of Davao City. You can read about it here:

Meanwhile, US President Barack Obama ad-Dajjal has acknowledged that he orders US assets to carry out extrajudicial killings (the drone murder program).
What exactly is the difference between the two, other than the fact that Duterte apparently killed drug dealers while Obama ad-Dajjal kills mainly innocent civilians?
