Not only has Obama ad-Dajjal refused to dismantle the US nuclear arsenal, he has taken steps to modernize it.
And now, according to some, he is likely to advocate the first use of nuclear weapons. You can read about it here:

I would call his a failed presidency which has made the world a far more dangerous place.
