According to reports like this one, "shooting survivors" have been making demands:

But according to this report, the recent shooting in Florida left 17 dead and 19 wounded:

In my view, only the wounded qualify as "shooting survivors". All the others fall into the category of "bystanders".
Or is everyone now a victim?
