Another Open-Ended War ???

In his Monday night speech on the Afghan War, President Trump committed the US to an essentially open-ended escalation of the conflict without any specific limitations, while granting commanders broader authority to unilaterally target "the enemy."

I doubt The Founders wanted their country to engage in "open-ended wars". That is why they inserted this clause into our constitution:

Article I, Section 8
12: [The Congress shall have Power] To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;

But we no longer live in the country they envisioned, do we? We wage war for just about any reason imaginable, or for no reason at all.
