It seems to me at the very least this was "depraved-indifference murder".

If I were the local prosecutor, cops would go to jail for stuff like this.

Not only was this cop not prosecuted or even disciplined for alleged past offenses, the prosecutor who failed to take action against him may soon be our next VP:
