In Today's Wars There Are No Laws

Reports such as this one lament attacks which violate "the laws of war":

Any honest observer of today's world knows that the US, NATO countries, Israel, and most of their allies observe no laws when it comes to war.

They do, however, follow one general rule - kill anything that moves.
