Is The Pope Wrong ???

According to reports such as this one, the Pope ignored abuse by his priests:

 What then are we to make of this:

 Then came Peter to him, and said, Lord, how oft shall my brother sin against me, and I forgive him? till seven times?
Jesus saith unto him, I say not unto thee, Until seven times: but, Until seventy times seven.
Matthew 18:21-22 KJV

Aren't forgiveness and granting sanctuary basic tenets of Christianity which the Pope should uphold? Or is it now the job of churches to turn criminals over to the state for judgment and punishment?

 What's next - spy cameras in the confessional?
