I cannot confirm or deny the author's claims, but they make a lot more sense than the common theory that a lone, obscure individual dreamed them up on his own.
If you have not read the inscriptions on the stones, here is what they say:
- Maintain humanity under 500,000,000 in perpetual balance with nature.
- Guide reproduction wisely—improving fitness and diversity.
- Unite humanity with a living new language.
- Rule passion—faith—tradition—and all things with tempered reason.
- Protect people and nations with fair laws and just courts.
- Let all nations rule internally resolving external disputes in a world court.
- Avoid petty laws and useless officials.
- Balance personal rights with social duties.
- Prize truth—beauty—love—seeking harmony with the infinite.
- Be not a cancer on the Earth—Leave room for nature—Leave room for nature.

I won't argue with these maxims, but I would like to point out two things about them:
- Not all are being followed (the US elite more or less ignore 4, 5, 6, 7, and 8); and
- We the People are not being given the opportunity to freely accept or reject how they are implemented.
No doubt some think these maxims will help create a paradise here on Earth. I have a hard time believing it will benefit anyone other than a small elite and their servants and slaves.
