Yes it was. But it also served an important function - setting the stage for the theft and exploitation of the natural world for the benefit of the elite.
We can thank Ellen Brown for pointing out this front-running development which suggests TPTB are mainly interested in the money to be made and the controls to be imposed in the name of "saving the planet" (aren't those the things they ALWAYS want?):

I didn't authorize anyone to do such a thing, did you? In spite of that, you can expect "our" Congress to bow down and make it all "legal", just like they have screwed us in the past:
America is high on idolatry and Mammon. Is this the best we can do?
