As a former naval officer, I can attest to the fact this address was both inappropriate and unnecessary. What Captain Crozier did may have been wrong, but berating him in public like this goes beyond the pale.
If I were in charge, I'd exonerate Crozier and fire Modly.
By the way, what is the Navy going to do when just about ALL its crews are decimated by the virus? Blaming their COs won't solve the problem.
