Who Infected Iran ???

It looks like some top Iranian officials have been infected with COVID-19. You can read about it here:

 Although there are many possible routes via which the virus could have travelled to Iran, not all of them lead to the top officials.

 Unless ... someone deliberately sent it that way. I wonder who that could be?

    Does this suggest their biowarfare program was the source of the virus? How else could they get so far ahead so fast?
