Assuming that's where this research is being conducted AND assuming the Chinese were NOT particularly sloppy in the operation of the Wuhan BSL-4 lab, the research in Texas places the following populations at risk:
Houston/Galveston metro area - 6.8 million
San Antonio metro area - 2.5 million
By the way, did anyone ask the people in those cities whether they wanted biowarfare labs in their backyard? The NIMBY crowd gets all bent out of shape when a nuke plant is being built, but I lived in Austin, Texas (a beehive of NIMBY fears) for 18 years and never read or heard a single word about these labs.
