And I saw in the right hand of him that sat on the throne a book written within and on the backside, sealed with seven seals.
And I saw a strong angel proclaiming with a loud voice, Who is worthy to open the book, and to loose the seals thereof?
And no man in heaven, nor in earth, neither under the earth, was able to open the book, neither to look thereon.

It's worth pointing out that "in the sea" is not part of this list of the unworthy. This may not be just a careless omission, as suggested by this following passage:
And every creature which is in heaven, and on the earth, and under the earth, and such as are in the sea, and all that are in them, heard I saying, Blessing, and honour, and glory, and power, be unto him that sitteth upon the throne, and unto the Lamb for ever and ever.
-Revelation 5:13 KJV
In fact these two passages could allow Satan to argue that HIS son, the beast which rose up out of the sea, is worthy to loose the seals of the book. Satan challenges everything that God does and provides charlatans to imitate everything that Jesus does.
Starting with the WW2 era, the United States has provided many "beasts who rose up out of the sea" to challenge the worthiness of Jesus to loose the seals:
- FDR - former Assistant Secretary of the Navy
- JFK - former US Naval Officer and Skipper of PT-109
- LBJ - former US Naval Officer
- Richard M. Nixon - former US Naval Officer
- Gerald R. Ford - former US Naval Officer
- Jimmy Carter - former US Naval Officer with Gold Dolphins
- George Herbert Walker Bush - former US Naval Officer who was rescued by submarine
However, when David Koresh (pastor to the Students of the Seven Seals in Waco, TX) claimed to be worthy to loose the seals, America killed him.
The Presidents mentioned above never publicly claimed to be worthy to loose the seals, but there is no question that America pretends to be God. Were these men chosen for the Presidency because they fit this particular prophetic role?
It makes sense to me. What do you think?
