Take a look at what the US Constitution says:
Article II, Section 3
He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient ...
Does that sound to you like he has to address them in person? I don't think it does, and in this age of The Internet of Everything there is no reason why he should (other than to conduct a rather meaningless political spectacle). This "information" is intended for the CONGRESS, not the public at large watching on their TV screens.
Dear Donald - Send them a letter or an email. Better yet, hold a video conference. If they don't like it, they can go to hell.
