The state of Hawaii is trying to stop people from eating cats and dogs:

The Humane Society of the United States says dog slaughter for human consumption is happening across Hawaii. The group receives at least two reports a year of dogs or cats being slaughtered for food, but it says it’s hard for law enforcement to catch animal slaughterers.
First of all, "two reports a year" does not seem like a horrible problem to me. However, I do see how pet lovers would be horrified.
Perhaps the villains are hungry. If you're poor and starving in Hawaii, what else is there to eat? It seems to me that it would be more cost effective and compassionate all around to just feed the starving humans in Hawaii, but somehow the powers that be in the Aloha State would rather spend their money on enforcing a new law.
Go figure.
