Russia's stealth submarines

Russia has a new class of stealth submarines:

One of the many reasons these subs are so quiet is that they have excellent propellers. And one of the reasons they do is that the Russians have modern machining equipment of the type first sold to them by a Japanese company back in the 1980s. Who helped broker the deal that originally let them purchase this sensitive equipment? According to published reports, it may have been former Secretary of Defense Frank Carlucci:

Another reason these subs are such a threat is that the Cold War underwater SOSUS array has been (in whole or in part) decommissioned:

By the way, earlier in his career Carlucci was implicated in the assassination of Patrice Lumumba of the Congo, a charge he has vigorously denied. He later served as Chairman of the Carlyle Group. A more consistent and successful modern government/corporate warrior would be hard to find:
