Russia to revive rail-based nuclear missile

Didn't you, like me, hear that Obama ad-Dajjal wants to eliminate nuclear weapons? Didn't he say the following in Prague?

The United States will take concrete steps towards a world without nuclear weapons. To put an end to Cold War thinking, we will reduce the role of nuclear weapons in our national security strategy.

Apparently this meant that the US would deploy a "Prompt Global Strike Program" which could use either nuke or conventional warheads:

And in response to THAT act of US stupidity, the Russians are now going to revive their rail-based nuclear missile program.

Is there ANYTHING in the global arena that Obama ad-Dajjal really understands, other than how to take multiple lavish vacations at public expense while your own citizens starve in the dark? At least he learned THAT lesson from the czars and the oligarchs.
