Isn't murder a "high crime"?

According to the facts presented in this article, the President has exceeded his legal authority for the use of military force:

In doing so, he ordered (or allowed) persons to commit murder (the unlawful premeditated killing of one human being by another).


US Constitution, Article II, Section 4

The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Isn't murder a "high crime"? Why then isn't he being impeached and brought to justice? Do the members of the House of Representatives have no courage, or are they content to be tolerant of and/or accomplices to murder?


That's a murderer in the White House.
