There was a story going round about the Turkish navy when I was stationed in New London, CT. Apparently a sailor on one of their ships had been sentenced to death for some offense, and the captain of the ship wanted to execute him. He was told by US officials that he could not do that in a US port.
So, as the story goes, the captain put to sea where he hanged the sailor from the yardarms outside US territorial waters. Then the ship sailed back into port with the body of the dead sailor still dangling from the rigging.
I did not see this myself, but I heard it from a reliable source.
