The Real Bill Gates

In a former life I worked in a state office building which housed the state's department of health. I noticed that they had developed comprehensive plans for inoculating the entire population for smallpox. I thought this was bizarre, since the only place where the smallpox virus is known to exist is in a tiny number of government controlled laboratories.

If there ever is a smallpox outbreak, you can rest assured TPTB will be the ones who initiate it. No one else has access to the virus.
