Apparently radar clouds attributed to chaff have been spotted in several places around the globe:

If this is something man-made and intentional, I'm betting it's related to climate change.
What I would like to know is who performed the environmental impact assessment, and what does it say? Such experiments can have both positive and negative impacts which may be difficult to counter.
