He gives no quantitative assessment, so the "how many" is anyone's guess.
The concept of "settler" is one that should be familiar to most Americans. In the Old West, "settlers" were the immigrants who were promised free land if they would agree to displace (i.e., assist in the extermination of) the native peoples of North America. Can you assign any other interpretation to the meaning of "settler" which would be appropriate in this case?
