Russia's Chemical Weapons Destroyed ???

According to this report, Russia has reduced its chemical weapons stockpile by 90%:

However, we should keep two things in mind:

• The plan was not to burn them, but to chemically "neutralize" them; and
• It is quite possible that the products and byproducts of the neutralization process could be the feedstocks for making Novichok, a much more lethal weapon.

Should that be the case, their CW non-stockpile stockpile is more dangerous that ever.
