I think the whole thing is a very bad idea.
At the very least, it demonstrates that the US is NOT a democracy. I doubt that many people are in favor of these "exercises", other than the nutjobs who are running them.
Q: Why is the US Army practicing infiltration of We The People, when the US government, the states, and many cities are doing little or nothing to stop the invasion now pouring across our southern border?
A: It's clearly a COIN-type exercise intended at least in part to show us the helplessness of our situation.
There is a quote which often is misattributed to Thomas Jefferson:
"When government fears the people, there is liberty. When the people fear the government, there is tyranny."
Even if TJ said no such thing, which of these two extremes best describes present day America?
By the way, I doubt that whoever said this was confusing liberty with license - an error made frequently today.
