Here is a headline from The New York Times:

ISIS Transforming Into Functioning State That Uses Terror as Tool

Isn't that a good description of the United States - "a functioning state that uses terror as a tool"?

Of course, the "functioning" part is only marginally descriptive of the US, at least where Congress is concerned.
