Is the BIS (Bank for International Settlements) destroying the world's economies?

One thing Dr. Scott failed to mention in his report is that Richard Bissell, the CIA Deputy Director for Plans who was fired by John Kennedy after the Bay of Pigs fiasco, had been a key figure in the so-called Marshall Plan:

In July, 1947 Bissell was recruited by Averell Harriman to run a committee to lobby for an economic recovery plan for Europe. The following year he was appointed as an administrator of the Marshall Plan in Germany and eventually became head of the Economic Cooperation Administration.

I read Bissell's memoir Reflections of a Cold Warrior. In it he said nothing which suggested he knew anything about the JFK assassination (I didn't expect him to), but he did admit that Marshall Plan monies were used for covert operations in Europe including (as I recall) the destabilization and overthrow of governments. He definitely ran with the crowd which I suspect would have supported the plan to keep the BIS from being shut down.

By the way, another book I read (I cannot recall the title) stated that Bissell was a railroad enthusiast who could describe from memory every rail line in the US in three dimensions, including making suggestions for how each line could have been rerouted. If the "Grassy Knoll" aspect of the Dealey Plaza shooting was fact, then the shooter behind the picket fence was standing in a rail yard, and the triple underpass which JFK's limo sped through as he was dying was a railroad bridge. Bissell would have known all about this site, and if I were asked to compose a list of persons to interrogate about this aspect of the assassination Bissell's name would be at the top.

In addition, as CIA officer in charge of the U-2 spy plane program and as Co-Director of the National Reconnaissance Office, Bissell had contacts both at the radar base in Japan where Lee Harvey Oswald worked and in the known and unknown photo analysis units which handled the "original" Zapruder film(s) and which had capabilities to alter said film(s) to produce the deceptive versions we see today.

If you'll recall, Homer McMahon, one of the few people known to have seen an original Zapruder film of the JFK assassination (i.e., the developed, unsplit film itself), said the following when asked what he remembered seeing on the film:

About eight shots; three different directions, at least.

In addition, many credible eyewitnesses to the JFK murder state that his limo came to a complete stop, but such a thing is not seen in the so-called Zapruder film of today.

Officially, Bissell and the BIS had nothing to do with JFK's murder, but how can we ever know for certain since the people who cleared them were their buds?
