Both the US Congress and European legislatures are ultimately responsible for their budget shortfalls and the global immigration catastrophe. Blaming the former on each other and the latter on climate change constitutes high level bullshit. They don't WANT to solve either issue in a manner acceptable to We the People because their corporate puppet masters like things the way they are.
And by that I mean things will continue to change until TPTB are happy with the results.
