According to the US Constitution, it is Congress which has the power to declare war.
But instead we have a situation in which Israeli "intelligence" (a.k.a. distortions and outright lies) stampedes our Representatives, Senators, and President into conducting preemptive attacks which mainly benefit an Israeli agenda. You can find one example of this here:

We could make peace with Iran if we desired. But we won't, apparently because that's not what our Israeli masters want us to do.
