Most of us have used UPS and almost all of the packages they have delivered to us have been in good condition, even when they came all the way across the country.
The Baltimore Police Department, on the other hand, apparently could not deliver a prisoner a few blocks to the station to be processed without that prisoner sustaining fatal injuries, even though two supervisors (a lieutenant and a sergeant) were involved in the transfer.
