Here is a clever scheme someone dreamed up for California:

Do the math - that amounts to $25,000 for each of the 2 million people who allegedly will benefit from this. And those solar cells may have to be replaced every 25 years or so.

An obvious alternative would be to spend the money on desalinization of sea water. At an average cost of $3.38 per 1,000 gallons, and a use rate of 100 gallons per day per person, $25,000 would buy each of them 200 years worth of water.

The "revolutionary solution" doesn't sound like such a good investment, does it?
