Russia is stepping up its secret submarine programme to ‘Cold War’ levels and experts warn NATO members “no longer” have the defences to stop the aquatic death machines.
Andrew Metrick, who co-wrote the report for the Center for Strategic and International Studies (CSIS), said: “Russia operates a small number of very small, nuclear powered submarines that are capable of diving in excess of several thousand meters.
“You can imagine what a clandestine deployable deep submergence vehicle could be used for."

I earned my gold dolphins on a US nuclear submarine.
Here is what "a clandestine deployable deep submergence vehicle" CANNOT be used for:
*It cannot shoot torpedoes at that depth ("in excess of several thousand meters"), and
*It cannot shoot missiles at that depth.
It might be used to tap or cut undersea cables, but only if equipped with suitable external arms and tools.
By the way, I bet everyone's submarines have penetrated everyone else's home waters. That's what submarines do - ours and theirs.
I'm not scared, and you shouldn't be either.
