Trump appears to be correct when he says that Mexico is not sending us their best:

In a former life, I reviewed air pollution permits for waste dumps and other facilities. On one occasion a railroad company wanted to dispose of waste found on trains coming from Mexico on the US side of the border. I courteously requested that he dispose of Mexican waste on their side of the border before the trains came across.
