What's the solution? According to Senator Schumer, it should be amnesty for those who break our laws:
My recommendation? Determine why the counts are dropping and FIX THE PROBLEM.
My guess is that widespread chemical, biological, and radiological contamination of the biosphere are to blame, and those will be damned difficult to deal with. Maybe that's why no one has really even started.
We've got a LOT more to worry about than atmospheric CO2 levels, and morons like Schumer don't seem to have a clue. Perhaps TERM LIMITS would be the solution to that.

Most species eventually die out, and hardier ones emerge. We shall be no different. Our feeble attempts to thwart Mother Nature will fail. Considering the harm we are causing, that may be a good thing.
