I argued as much in a recently rejected letter to the editor of the Austin American-Statesman. I also emphasized the role of Wall Street in the Texas debacle:
Are we really supposed to believe the buyout of TXU by KKR in 2007 and TXU's subsequent bankruptcy did not affect its ability to upgrade and winterize its facilities? Would the 8 planned coal-fired power plants cancelled as part of the KKR deal have prevented the outages?
And while we slavishly follow the demands of the climate change industry, China continues to add coal-fired power plants to their grid:

They're certainly not dummies. So what the hell is wrong with us?
