A Labor Paradox

According to this report, there is such a shortage of labor that companies now are hiring teens to work for them:

Here is the paradox - How can there be a shortage of workers when MILLIONS of people have entered the country via our southern border? What are they doing? Sitting around collecting no-work government benefits?
