According to this report, Texas doesn't have enough generating capacity for electricity:

In a former life, I worked for a state agency involved in the authorization of new power plants in Texas. The state was ready at the time to build several more, but private equity firm KKR intervened, bought up the electric company, and made a deal to quash most of the new construction. So now Texans are whining about the heat? Guess what, boys and girls, you were screwed by the powers that be, and in today's climate (i.e., the Chicken Little climate change era) you've got a snowball's chance in hell of getting another coal-fired or nuclear plant built in Texas.

By the way, the TXU deal turned out to be crappy for KKR, too.
