How do we know that it wasn't OUR government which is responsible for what happened in Cuba?

If anything, the CIA is even MORE unaccountable today than they were back then. And if the Cuban phenomenon WAS an experiment, who better to conduct it and monitor the results than US "doctors" working with US subjects?
