According to this report, Turkey will not participate in military action against ISIS/ISIL and will not allow its airbases to be used for US air strikes:

Perhaps that is because this is a religious war ... and also because Obama ad-Dajjal does not have the authority under international law to attack sovereign nations without their permission.
