Medical Insanity On Parade

Does anyone other than the WHO and CDC think "self-quarantine" without testing or enforcement is going stop the spread of COVID-19? I sure don't:

 Clearly their strategy is "see no evil, hear no evil, speak no evil". Why are we even paying these guys if they're not going to do anything useful?
