Does This Make Sense ???

Great news from the State of New York:

New York Senate Bill 416 authorizes quarantine of individuals or groups who "potentially pose a threat to public health," including forced testing and vaccinations.

So ... we couldn't quarantine potential virus carriers who entered the US without restriction, but we can force US citizens to take an experimental vaccine at gunpoint?
