What's Wrong With This Picture ???

Stephen Paddock, the alleged Las Vegas shooter, appears in some photos to have had a "13" tattooed on his neck. You can see it in the photo on the left below.

However, the person we are told was shot in his hotel room does NOT have such a tattoo. The photo to the right below confirms this fact:

Just what is going on here? Is one of these photos a fake?

And why hasn't one of the "geniuses" in the MSM pointed this out before now?
