Drugs On Subs

In a former life, I was an officer on two US nuclear subs. And yes, we had sailors who were high on and off duty, who smuggled drugs onto the ship, who apparently used while on board, and who were a hazard to themselves and others.

You cannot stop people from doing drugs. A drug-free military would be one without any members. The best you can do is to minimize the impact.
