Universal Income In Chicago ???

Chicago wants to try universal income as a way to solve poverty in the city:

Who came up with this idiotic four-step "plan"?

1. Send US capital offshore without penalty;
2. Send US factories offshore without penalty;
3. Send US jobs offshore without penalty; and
4. Borrow money to pay people in Chicago not to work.

And (of course) the final step is to blame it all on the GOP, when the fault lies with US corporations who accomplished their perfidy with the approval of BOTH major political parties.
