Note the Newsweek article says nothing about Israel, which also covets some of the region's water resources. In fact, access to water may be one of the chief reasons Israel wants to "annex" the West Bank:

And in case you forgot, once someone steals someone else's water supply, the former owner doesn't have much of a future.
Disputes like this ought to be resolved through the United Nations. But note well they're often resolved by going to war. The UN is pitiful.
